Instructor Biographies

Chuck Arrera

  Charles "Chuck" Arrera is a registered professional engineer who has 37 years in water engineering and operations. He has extensive experience as a trainer including many workshops in the 1990's for the Statewide Drinking and Wastewater Operator Training Program. He offered his cornerstone workshop "Troubleshooting Motors and Controls" as well as Basic and Advanced Electrical Maintenance. Chuck has a unique ability to relate advanced electrical concepts in terms that can be understood and applied by the operators he trains. In 1980, he formed Arrera Engineering Co. and it was active until 2001. He co-authored the popular Linn-Benton textbook, "Pumps and Pumping," with E.E. Arasmith. He holds a B.A. from Oregon State.

 

 Patricia Brown

 

 Ms. Brown's area of expertise is in the operation of biological wastewater treatment systems, with a comprehensive background in facility management, laboratory, and pretreatment programs. She has twenty-five years of experience in the wastewater field. Pat formed her own company, Brown Environmental, Inc. (BE, Inc.) in July 2001 in order to pursue the Statewide Drinking Water and Wastewater Operator Training Program request for proposals. Having been the successful bidder, BE, Inc. has delivered this contract for the past five years.

Daniel J. Bruner

  Mr. Bruner, a registered Professional Geologist, has 13 years of experience assisting clients with planning, permitting and managing wastewater land application and wastewater reuse systems. Mr. Bruner has made professional presentations and chaired technical sessions on wastewater land application at local, state and national conferences. He has also taught the Idaho Wastewater Operators Certification Course on Biosolids Management and is presently serving on a technical committee that is revising the wastewater land application guidance for the State of Idaho.

 

Daniel J. Burgard

  Mr. Burgard, a Certified Professional Soil Scientist with Cascade Earth Sciences, has 18 years of experience as an agricultural/environmental soil scientist with 14 years in land application. His project experience has included permitting, operations and cropping consulting, system assessments, and regulatory negotiations. He teaches land application workshops, makes presentations on land application at local, regional and national technical conferences, and has taught the Idaho Wastewater Operators Certification Courses on Effluent Land Application and Biosolids Management.

 

Victor Coles

 

  Vic brings 25 years of municipal experience in pipe and line maintenance, including 8 years in management; over 20 years of training in collections sys-tems; and almost 10 years as a private collections service business owner. He participated on the Verifications and Evaluation Committee for the Asso-ciation of Boards of Certification (ABC), and reviewed the Operation and Maintenance of Wastewater Collection Systems for the Office of Water Programs at CSU Sacramento.

 

Stuart Hurley

 

  Stuart received his Bachelor of Science degree in Civil Engineering and Master of Science degree in Environmental Engineering from North Dakota State University. During graduate school he worked as an operator at a lime softening surface water treatment plant and also conducted an extensive research project on identifying ozone disinfection by-products. During his career, Stuart has worked on several water treatment engineering projects including planning and regionalization studies, optimization and regulatory evaluations, treatment pilot studies, and process design.

 

Eric Landsberg

  Eric received his Bachelor of Science degree in Engineering from Harvey Mudd College, and his Master of Science degree in Environmental Engineering from Stanford University. He has over 15 years experience in the water industry working with water facilities throughout the country from 10 gpm to over 100 million gallons per day. He has conducted numerous water treatment studies and pilot studies to select and optimize water treatment processes.

 

John Marble

  John brings over 20 years experience working as a drinking water/wastewater operator, trainer, and consultant. John began his career working in Contract Services, serving numerous clients at treatment facilities and distribution/collection system. As a circuit rider, he provided technical assistance and training to operators throughout western American. In addition, John has worked extensively in the classroom, providing professional upgrade education to utility operators, managers and owners. The majority of John's work has been with small and very small community utilities in the United States and abroad. He is certified in Water I, Water Distribution I, Wastewater Treatment I, and Wastewater Collections I.

 

Jim Phillips

  With more than 12 years experience in the operation, planning, and develop-ment of water systems, Jim has an understanding of water quality management, sanitary surveys and source water protection. Under his current role as Environmental Specialist for Rural Community Assistance Corporation, he conducts rate studies and workshops on financial reporting to meet grant and loan requirements. Jim also provides technical assistance to rural com-munities and training for utility board members for tribal and city council boards.

 

Veronica Shawcroft

  Veronica has 28 years experience in wastewater treatment. She originally began working as an operator for the City of Flagstaff Arizona. Following that, Veronica received employment with Boise State University in 1984 to provide training and technical assistance to wastewater operators in small communities in Idaho. In 2004, Veronica began part-time employment with Brown Environmental, Inc. Classes delivered include NPDES Permits, Basics of Water and Wastewater, and Lagoons. Veronica holds a BS in English from Lewis-Clark State College.

 

Heath Sheppard

 

  Mr. Sheppard offers 24 years of experience in water distribution both in the installation and management field. He started in the ditch and worked his way up into management as a Certified Water IV Operator and a Watermaster. Heath has worked for small water systems as well as large systems. He primarily specializes in distribution system installation and people management.

 

Ross Spackman

 

  Ross is Associate Professor and Advisor for the Water Resource Management Program at the College of Southern Idaho. His educational background includes a bachelors degree in Agriculture and a masters in Soil Science. His employment experience is in Water Quality Compliance for the Idaho Department of Environmental Quality, and in Soil Conservation. Wetlands and their effect on water purification, and land application are of special interest to Ross, as are water calculations and other specialized math processes.

 

Bob Stuart

 

 

  Bob is an instructor and Regional Training Manager for the Hach Technical Training Center. He delivers hands-on instruction using Hach laboratory equipment to groups all over the West. Before 2003, he worked as a technical advisor in the Hach Company in the Laboratory Instruments Group. He holds a Master of Environmental Policy and Management degree with a concentration in Environmental Regulatory Compliance from the University of Denver.

 

Tom Tackman

 

  Tom brings 33 years of experience in the fields of water treatment, waste-water treatment, and water distribution. His instructional experience covers workshops from topics such as mechanical maintenance and operation procedures, to chlorination techniques and regulations. Receiving his Wastewater training in Germany, Tom gained much of his experience in Arizona and Illinois. Tom has several Class IV licenses in water and wastewater. He continues to instruct for the ongoing training programs of the water department staff at the City of Phoenix, Arizona.

Bill Thompson

  Bill has been a certified cross connection instructor in Backflow Protection since 1987. He holds a Class III Distribution certificate in the State of Idaho. He has over 30 years experience working for United Water of Idaho and has over 12 years experience providing all of Idaho's cross connection training. He has offered training in Cross Connection Control for operators for the last 9 years with the Statewide Water/Wastewater Operator Training Program. He is responsible for United Water of Idaho-Boise's Cross Connection Program.
